Game set up is a lot easier than normal RISK because you plop your troops down and just expand into uncontested territory. It makes it easy and you feel like you're already playing the game instead of waiting for everyone to place their troops. However, learning the additional rules can take a while. I think we poured over the manual for thirty minutes before we played our first game.
One of the really unique things is that you "unlock" extra rules, cards, and bonus factions as you meet certain conditions throughout the games. These additions can also permanently change the board. My group and I were able to add an entire new island to the board, that now connects Western Australia and Madagascar. When you win a game, you can also alter the board, placing a Major City that allows you, and only you to start there in future games, or if you held on, you can enhance resource cards or do other minor things to the board. Some of the unlock-able packs are hard to obtain - you will have to form alliances and work together with your fellow players if you want to unlock everything. We're 11 games in and still have one more envelope to unlock. We've done games with three, four, and five people, and the five person games are always the most fun.
The 15 game campaign is just for the victory rewards. You can play the game past the 15 game "limit" you just can no longer modify the game board or resource cards. So with enough time, you can unlock everything no matter what.
To sum up, many the pro's of RISK Legacy are: Easy set up, quick games (we always have time for two games, and sometimes three), unique factions, different every time you play, highly strategic, don't need the same people to play every game, unlock-able content and the game board changes.
Con's of RISK Legacy are: Hard to remember every rule for the first couple games, getting all 5 people together doesn't always happen, there are some cards that really change the tide of the war!
I wanted this game for a long time, because every review said ti was a game changer, not a spin-off like the other versions of Risk. When I finally acquired it, it was sitting on the shelf for a long, long time before I could get anyone to play with me (most people I know hate strategy games, and if they want to play Risk they stubbornly refuse to play any version except the original). When I finally did get to play, I was not let down.
What Risk, or Any Truly Great Game Should Be
The Legacy System is called a paradigm-changing development, and with good reason. The idea is basically that instead of playing the game the same way every time, instead you play a game like a Season of a TV show, with the plot, board, and rules developing as you play, and no two boards being the same due to all the customizations you make. The game starts very simple, and complexity builds as you play it more and more and open packs of cards, and place stickers.
This version of Risk allows you to win the game by acquiring Stars instead of just knocking out players, and it's wonderful because it allows the game to be much shorter, and lets you play smart instead of just brutally (thank goodness).
This game isn't perfect, but it might as well be. It's true, the board is the same as the old board game Risk and that' a weakness (I'd much rather a new map like in Risk 2210), but everything else adds gameplay excellence and dramatic weight (you have to own the country to take its card, and you can power up countries, or destroy them to make holding a country more or less powerful). And all the customizations are incredibly fun (signing the board, naming cities and continents).
I do wish the game came with a non-smearing pen becausee smudging ink on the board and fitting in names is a real problem. But even with little gripes and coplaints like this, I can't knock this game down from five stars, even if it is a bit expensive.
If you have a couple of friends who like to play Risk and you can convince them to start and keep playing, you are going to have a blast playing this game. Strategies you start carry over to the next games as you make countries, continents, and cities you prefer more and more powerful (or destroy their bonuses for other players), and awesome power plays (missiles!!!) keep things fun and exciting and keep one player from dominating the game.
Pandemic Legacy may get all the love and attention (ranked #1 on Board Game Geek!!!!) but this is the game that started the "Legacy System" which is continuing to revolutionize board games. Start playing it, and you'll likely start thinking about getting a second copy for when you finish the first!
Highly recommended for open-minded fans of Risk who want to get together with a group and play regularly.

If you enjoyed playing Risk and want a fresh take on it, then Risk Legacy is a great variant. It is also a less-intensive introduction to the "legacy" mechanic compared to games like Pandemic Legacy and Gloomhaven. Ideally, this game would be perfect if you have a consistent playgroup (at least for the first 10 games), however, it is still playable with different people. The rules and new mechanics are not difficult to comprehend - the learning curve is not too steep, especially if you have experience playing different tabletop games.
Personally, I thought vanilla Risk was too basic considering the available alternatives (especially European tabletop games), however, Risk Legacy adds a lot of strategy and randomness that makes the experience very enjoyable.
